Thoughwemarchtothemusicofourtime,ourmissionistimeless.EachgenerationofAmerican''''smustdefinewhatitmeanstobeanAmerican.Onbehalfofournation,Isalutemypredecessor,PresidentBush,forhishalf-centuryofservicetoAmerica,andIthankthemillionsofmenandwomenwhosesteadfastnessandsacrificetriumphedoverdepression,fascismandcommunism.

WhenGeorgeWashingtonfirsttooktheoathIhavejustsworntouphold,newstravelledslowlyacrossthelandbyhorseback,municationsandcommerceareglobal.Investmentismobile.Technologyisalmostmagical,andambitionforabetterlifeisnowuniversal.

Weknowwehavetofacehardtruthsandtakestrongsteps,butwehavenotdoneso.Insteadwehavedrifted,andthatdriftinghaserodedourresources,fracturedoureconomy,andshakenourconfidence.Thoughourchallengesarefearsome,soareourstrengths.Americanshaveeverbeenarestless,questing,hopefulpeople,andwemustbringtoourtasktodaythevisionandwillofthosewhocamebeforeus.FromourRevolutiontotheCivilWar,totheGreatDepression,totheCivilRightsmovement,ourpeoplehavealwaysmusteredthedeterminationtoconstructfromthesecrisesthepillarsofourhistory.ThomasJeffersonbelievedthattopreservetheveryfoundationsofournationwewouldneeddramaticchangefromtimetotime.Well,myfellowAmericans,thisisourtime.Letusembraceit.

Ourdemocracymustbenotonlytheenvyoftheworldbuttheengineofourownrenewal.ThereisnothingwrongwithAmericathatcannotbecuredbywhatisrightwithAmerica.

Andsotodaywepledgeanendtotheeraofdeadlockanddrift,andanewseasonofAmericanrenewalhasbegun.

TorenewAmericawemustbebold.Wemustdowhatnogenerationhashadtodobefore.Wemustinvestmoreinourownpeople,intheirjobs,andintheirfuture,andatthesametimecutourmassivedebt...andwemustdosoinaworldinwhichwemustcompeteforeveryopportunity.Itwillnotbeeasy.Itwillrequiresacrifice,butitcanbedone,anddonefairly.Notchoosingsacrificeforitsownsake,butforourownsake.Wemustprovideforournationthewayafamilyprovidesforitschildren.

Ourfounderssawthemselvesinthelightofposterity.Wecandonoless.Anyonewhohaseverwatchedachild''''seyeswanderintosleepknowswhatposterityis.Posterityistheworldtocome,theworldforwhomweholdourideals,fromwhomwehaveborrowedourplanet,andtowhomwebearsacredresponsibilities.WemustdowhatAmericadoesbest,offermoreopportunitytoallanddemandmoreresponsibilityfromall.

Itistimetobreakthebadhabitofexpectingsomethingfornothing:fromourgovernment,orfromeachother.Letusalltakemoreresponsibility,notonlyforourselvesandourfamilies,butforourcommunitiesandourcountry.TorenewAmericawemustrevitalizeourdemocracy.Thisbeautifulcapitol,likeeverycapitolsincethedawnofcivilization,isoftenaplaceofintrigueandcalculation.Powerfulpeoplemaneuverforpositionandworryendlesslyaboutwhoisinandwhoisout,whoisupandwhoisdown,forgettingthosepeoplewhosetoilandsweatsendsushereandpavesourway.

Americansdeservebetter,andinthiscitytodaytherearepeoplewhowanttodobetter,andsoIsaytoallofyouhere,letusresolvetoreformourpolitics,sothatpowerandprivilegenolongershoutdownthevoiceofthepeople.Letusputasidepersonaladvantage,sothatwecanfeelthepainandseethepromiseofAmerica.LetusresolvetomakeourgovernmentaplaceforwhatFranklinRooseveltcalled"bold,persistentexperimentation,agovernmentforourtomorrows,notouryesterdays."Letusgivethiscapitolbacktothepeopletowhomitbelongs.

TorenewAmericawemustmeetchallengesabroad,aswellasathome.Thereisnolongeracleardivisionbetweenwhatisforeignandwhatisdomestic.Theworldeconomy,theworldenvironment,theworldAIDScrisis,theworldarmsrace:theyaffectusall.Todayasanoldorderpasses,thenewworldismorefree,munism''''scollapsehascalledfortholdanimosities,andnewdangers.Clearly,Americamustcontinuetoleadtheworldwedidsomuchtomake.

WhileAmericarebuildsathome,wewillnotshrinkfromthechallengesnorfailtoseizetheopportunitiesofthisnewworld.Togetherwithourfriendsandallies,wewillworktogethertoshapechange,lestitengulfus.Whenourvitalinterestsarechallenged,orthewillandconscienceoftheinternationalcommunityisdefied,wewillact;withpeacefuldiplomacywheneverpossible,withforcewhennecessary.

ThebraveAmericansservingournationtodayinthePersianGulf,inSomalia,andwhereverelsetheystand,aretestamenttoourresolve,butourgreateststrengthisthepowerofourideas,whicharestillnewinmanylands.Acrosstheworld,weseethemembracedandwerejoice.Ourhopes,ourhearts,ourhands,arewiththoseoneverycontinent,whoarebuildingdemocracyandfreedom.TheircauseisAmerica''''scause.TheAmericanpeoplehavesummonedthechangewecelebratetoday.Youhaveraisedyourvoicesinanunmistakablechorus,youhavecastyourvotesinhistoricnumbers,youhavechangedthefaceofcongress,thepresidency,andthepoliticalprocessitself.Yes,you,myfellowAmericans,haveforcedthespring.Nowwemustdotheworktheseasondemands.TothatworkInowturnwithalltheauthorityofmyoffice.Iaskthecongresstojoinwithme;butnopresident,nocongress,nogovernmentcanundertakethismissionalone.
